Chop the onion, pepper, and celery. Mince the garlic.

Heat the oil in a 4-quart saucepan over medium heat. Sprinkle the flour into the pan and cook, stirring, until it is browned, 2 minutes. Add the onions, peppers, celery, garlic, and ΒΌ cup water, and cook until the vegetables soften, 6 to 7 minutes, adding additional water by the tablespoon if the mixture becomes too dry. Stir in the Creole seasoning and the bay leaf and cook until fragrant, 1 minute more. Add the tomatoes with their juices, the tomato sauce, hot sauce, and Worcestershire sauce. Bring to a boil over high heat, then lower the heat to medium and simmer for 3 minutes.

Meanwhile, coarsely chop the spinach. Add the spinach and shrimp to the pot and simmer until the shrimp is cooked through, about 4 minutes. Serve garnished with the parsley.
